Federal Drug Policy Reform: 

Florida’s Supreme Court has ruled 5-2 against the state attorney general and will allow a marijuana legalization initiative to appear before voters on the November 5, 2024, ballot.

CRC approved 62 licenses and discussed progress on 3/13/24. There are more than 100 cannabis dispensaries open. Of the 515 NJ cannabis licenses awarded, 219 are operating. Women were awarded 36 percent of licenses. Patients are down to 83,000, from a high of 135,000. 

The CRC held clinics in March 2024 in Newark, Trenton, and Atlantic City to register more NJ medical cannabis patients. Additional clinics are scheduled this June. NJ Spotlight News: “New clinics launched to boost medical marijuana.” Comments by Ken.

Digital medical cannabis patient ID cards started to stop the decline. The average price paid for flower is under $300 an ounce. NJ could experiment with price caps for medicinal cannabis.

The CRC held three regional hearings on spending the collected Social Excise fee revenue. They were all virtual on March 26, 27th and 28th. How New Jerseyans want the state to spend a social equity cannabis tax ($3.1 million in 2023)

CMMNJ’s post-legalization medical cannabis goals:

Insurance bills (note new bill numbers for 2024 - 2025 legislative session):
  • S1944: Costs of medical cannabis to be reimbursed by Catastrophic Illness in Children Relief Fund, PAAD, Senior Gold and VCCO. The bills passed both Health Committees and are in the Senate and Assembly Budget and Oversight Committees. 
  • S1943: Requires workers’ compensation, PIP, and health insurance coverage.
  • A898: Subsidize medical cannabis in Medicaid or NJ Family Care.

Home cultivation bills (note new bill numbers for 2024 - 2025 legislative session):
  • S1393/A846: Authorizes home cultivation of medical cannabis.
  • A414: Legalizes possession of six marijuana plants for personal use.
  • S1985: Legalizes six plants for personal use and 10 plants for medical 
Hospital and Institutional Access: NJ patients in hospitals, nursing homes, state institutions, group homes and hospice are unable to access medical cannabis. Patient outcomes would improve, and health care costs would be reduced if these patients had access to medical cannabis.
