Approve February 2018 minutes. Discuss:

CMMNJ met with DOH Deputy Commissioner Jackie Cornell on 2/28/18 as part of Gov. Murphy’s Executive Order #6 to expand and improve access to the Medicinal Marijuana Program. CMMNJ urges extensive revisions to the MMP. "It was a program designed to keep people out of it," said Ken Wolski, in NJ.com. "It’s a program that’s not meeting the needs of the patients.” The Medicinal Marijuana Program (MMP) Review Panel said 43 petitions should be added to the MMP; the DOH must act by 4/25/18.

NJ Assembly Oversight, Reform and Federal Relations Committee: CMMNJ was invited to give oral and written testimony in support of legalizing, taxing and regulating marijuana for adults in NJ at the Trenton Statehouse on March 5, 2018. Follow up committee meetings planned for 4/21 @ 10 am at Rowan U., Glassboro, and 5/12 @10 am at Bergen C.C., Paramus.

Advocates speak up at local council meetings throughout the state in support of marijuana reform.

March 10, 2018--15th anniversary of CMMNJ’s first public event at the White Dog CafĂ©.

January 2018 minutes approved. Discussion:

Governor Phil Murphy signed Executive Order #6 to expand and improve access to the Medicinal Marijuana Program at a Press Conference in Trenton on 1/23/18. DOH & BME given 60 days to come up with new rules. "I'm very pleased the governor has taken such a strong stand to expand the program," Wolski said in NJ.com.

Trenton Cannabis Community meeting on 2/7/18 at Artworks in Trenton; discussion involved marijuana reform & breaking the stigma, voter registration & other local activity, getting patients into the medical program, preparing for the new industry. Follow up meeting planned for March 14th. 

NJ’s legalization bill re-introduced in new legislative session (S830 / A1348): Facebook’s “Friends of CMMNJ” letter template in support of home cultivation, addressing concerns.

Gov. Christie finishes his second term at noon on Jan. 16, followed by Murphy inauguration.

November 2017 minutes approved. Discussion:

Governor-elect Phil Murphy reaffirms plans to legalize marijuana in the first 100 days of 2018! Who is contacting whom in the new Administration about moving forward with advances for patient access and decriminalization/expungement? Jim Miller working with Bill Caruso and he is willing to accompany any patient in legislative meetings; Ken working with Doctors for Cannabis Regulation; Peter & Bob Kane working with S. Jersey legislators; patients/advocates urged to contact individual legislators.

Gov. Christie finishes his second term at noon on Jan. 16.

CMMNJ held a Press Conference in the State House Annex on 12/7/17 where patients and advocates explained the need for home cultivation—keeps it affordable; guarantees strain specific availability, etc.

Expect marijuana use uptick of 3% with new law; 97% of current marijuana users will just change vendors from illegal market to legal market. Teen use down in legal states.

November 2017 minutes approved. Discussion:

Governor-elect Phil Murphy reaffirms plans to legalize marijuana in the first 100 days of 2018! Who is contacting whom about advances for patient access, decriminalization, expungement, etc? Jim Miller is working with Bill Caruso and Jim is willing to accompany any patient in legislative meetings; Ken is working with Doctors for Cannabis Regulation on proposed legislative and regulatory language; Peter & Bob Kane are working with S. Jersey legislators; patients/advocates are urged to contact individual legislators to tell them what we want.

Gov. Christie finishes his second term at noon on January 16, 2018.

CMMNJ held a Press Conference in the State House Annex on 12/7/17 where patients and advocates explained the need for home cultivation—keeps it affordable; guarantees strain specific availability, etc.

NJ’s legalization bill (S3195): “Friends of CMMNJ” letter template in support of home cultivation, addressing concerns. Expect marijuana use uptick of 3% with new law; 97% of current marijuana users will just change vendors from illegal market to legal market. Teen use down in legal states.

The Medicinal Marijuana Program (MMP) Review Panel gave final approval to 43 petitions to add conditions (chronic pain, anxiety, migraines, and Tourette’s syndrome) to the MMP on 10/25/17. Now the DOH commissioner has 180 days to act. CUMMA amendments recommended. LTEs urged.

Marijuana Justice Act of 2017 (S1689): Congressional co-sponsors sought for Sen. Cory Booker’s federal bill. Take action: Capwiz from DPA and NORML.

Final 2017 Statehouse Podcast (100th) concluded with Thanksgiving Day lunch/clothing giveaway outside the Annex. Wayne Burrini (http://www.burrinis.com/) generously donated many delicious food items. Other advocates and patients donated food and clothing. Jim Miller and Lefty Grimes recognized for their heroic efforts in completing 100 podcasts outside the NJ Statehouse in all kinds of weather.

Political Prisoner/Veteran Ed (NJWeedman) Forchion remains in jail awaiting trial on hung jury charge.

Election- Despite new Gov’s intent to sign a legalization Bill quickly, it is doubtful that legal MJ will be available for a year because of details to be worked out in Regs.  However, activists can push for tangential issues that can be immediately implemented such as prohibiting any arrests for use, expunging all use arrests and those for supplying friends (i.e., all those not major dealers).

Also, provision must be made to support minority representation in gaining licenses to sell with reduced license fees in minority communities and eliminating any bar due to MJ arrest or those charges related thereto (resisting arrest, etc).

 As part of legalization we can advocate for patient growing for own use and other useful expansions of the CUMMA (my note and eliminating many of the unjust burdens like requiring Dr. registrations-esp with Trump admin.)  On growing we should emphasize it was in the original Bill and unjustly eliminated in secret.

Review Panel Approvals- Main point is that we know Gov. Christie is running out the clock so we need to quickly contact new Health Commissioner to immediately sign approval-we have contacts (e.g. Bill Caruso) to get us an inside track. I recommended contacting the DOH transition team. There is no need to delay for the full 180 days. This can be done the first day the new Commissioner takes over if we do advance planning.

Appellate Court action – despite the euphoria I pointed out that the court did not mandate a change only instructed the Director that he had the ability and he should review his position. This is wasted on a Christie appointee.  Again-we need to have the new Admin take Immediate action on this as a priority -even if just to help patients with issues such as use on school grounds.

Podcast last one for this year (and the 100th) is on Thanksgiving and it will provide food. Hoping for media coverage and food donations.
Brunch on Nov 18th at Studio B in Trenton (formerly Prayer Brunch-and no Al Sharpton) Cost is $25. There are speakers. 
Jason has contacts in the Senate majority office we can use.  Jim reported that Scutari dropped charges against Lefty Grimes in Linden and he and Joanne will do a Bergen County forum on Nov. 16th. 

Next Meeting should specify who is contacting whom in the new Admin about moving forward with advances for patient access and discuss specifics.

To whom it may concern:

I want to thank the Medicinal Marijuana Review Panel (MMRP) for giving initial approval to 43 of the 45 petitions to add qualifying conditions to New Jersey’s Medicinal Marijuana Program (MMP).

Members of the Coalition for Medical Marijuana—New Jersey (CMMNJ) submitted or contributed to eight of these petitions, seven of which were approved by the panel, so it was gratifying to see this affirmation of our efforts. The panel recognizes, as CMMNJ does, that there are a great many New Jersey residents who are currently suffering with conditions that could be helped by medical marijuana.

Our main concern is the agonizingly slow pace of the process to expand patient access to the MMP. It has been over one year since the Department of Health (DOH) accepted the petitions that it is now considering.  The MMRP made its initial recommendations to expand the program on 5/11/17, but it took two and a half months, until 7/25/17, for the DOH to post these recommendations on its web site and start the 60-day public comment period. These delays cause needless suffering.

CMMNJ urges the Commissioner of the DOH to end these delays and to adopt the final recommendations of the panel immediately, and not wait 180 days to do so. Thank you.
