The NJ marijuana legalization bill (S2703), may get a legislative floor vote in the lame duck session (from Nov. 5th until early Jan., 2020.) CMMNJ supports this legislation. Reach out to organizations and ask them to tell their members to support this bill! (Otherwise, legalization will be a ballot question in Nov. 2020.) Send an email to your legislators! Sign the NJUMR letter! Two-thirds of Americans favor legalizing marijuana according to Gallup.

CMMNJ is producing a video in support of S2703.
CMMNJ also plans to produce a video in support of home cultivation in 2020.

Feds continue to prohibit the Department of Justice from using its resources to prosecute individuals acting in compliance with state medical marijuana laws.

October 8, 2019

September 2019 minutes approved.

The NJ marijuana legalization bill (S2703), may get a legislative floor vote in the lame duck session (early Nov. to early Jan., 2020.) CMMNJ supports this legislation and asks for a home cultivation bill for patients in 2020. Reach out to organizations and ask them to tell their members to support this bill! (Otherwise, legalization will be a ballot question in Nov. 2020 and then, even if it passes, the issue will return to the legislature for final bill wording.) Send an email to your legislators! CMMNJ is working on a video in support of S2703. CMMNJ plans to work on a video in support of home cultivation in January 2020.

Jim Miller is doing solo demonstrations for home cultivation in front of the governor’s office. He reports being hassled by state troopers and dealing effectively with it.

NJ’s first death associated with vaping noted. NJ DOH MMP: no reports of serious lung illness associated with products sold in NJ ATCs. The problem should spur legislators to make vaping safer through regulations, not bans, just as we made cars safer in response to traffic deaths.

House passes historic SAFE Act that would allow cannabis businesses to open bank accounts

Applications for 24 new ATCs in NJ were due in August. Good luck to the applicants!

Applications for 24 new ATCs in NJ were due on 8/21 for Dispensaries and 8/22 for Cultivation & Vertically Integrated facilities. Good luck to the applicants.

NJ marijuana legalization bill (S2703/A4497), may yet get a legislative floor vote in the lame duck session. CMMNJ supports this legislation and asks for a home cultivation bill for patients to be introduced in 2020. Reach out to organizations and tell them to tell their members to support this bill! Otherwise, legalization will face more delays as a ballot question in Nov. 2020.

Drug Enforcement Administration’s announcement: it will begin processing applications to cultivate marijuana for research. Regulatory proposals and public comments come first. Hemp is no longer a controlled substance.

August 13, 2019

July 2019 minutes approved with date corrections.

NJ DOH’s Request for Applications (RFA) for 24 new ATCs in NJ, for up to 8 in the north, 8 in central NJ, 7 in the south, and 1 “at-large”; these include 5 for cultivation, 15 dispensaries, and 4 vertically integrated permits. Application forms posted; due on 8/21 (Dispensary) and 8/22 (Cultivation & Vertically Integrated). Pre-Application Webinar 8/2/19. CMMNJ’s proposed public/private partnership for the State of NJ to grow, process and distribute cannabis to all state institutions was discussed.

Gov. Murphy signed A5322 to allow hemp farming in NJ after registration with Dept. of Ag.

Change.org petition for Nobel Prize for Raphael Mechoulam supported.

Governor Murphy signed the medical marijuana expansion act, S20/A20 into law on 7/2/19, effective immediately. Includes: Patients may reduce doctor visits to 1X/year (patients c/o price gouging by MDs); increase limits to 3 ounces for all & unlimited in hospice; APNs & PA’s OK to recommend marijuana (when will this start?); edibles, tinctures, and sublinguals OK for all; patient protections; elimination of sales tax in 2022 (but added 2% tax); institutional caregivers; education; research; out-of-state ID cards honored, etc. Discussion about intricacies of law, LEO awareness, response of nursing homes, hospitals, physicians, assisted living facilities. Patients complain MDs refuse to discuss cannabis with their patients—documentation requested—who, what, when, where, why…

A floor vote is possible in May. Is a ballot question coming in September?

April 9, 2019

March 2019 minutes approved.

NJ marijuana reform delayed. S2703/A4497: The “New Jersey Cannabis Regulatory and Expungement Aid Modernization Act” which legalizes personal use cannabis for adults passed legislative committees on 11/26/18 and on 3/18/19 (see testimony to Senate Judiciary Committee & Assembly Appropriations Committee) but the hoped for floor vote did not take place on March 25, as the Senate failed to get enough votes to guarantee passage. 

Expungement expanded to included possession of up to 5 pounds. $42/oz tax agreement stands with local tax added. Ballot question coming if no law passed by September? 

62% of NJ adults favor legalization in Feb. 2019 Monmouth U. poll. Write LTEs and Op Eds. Demonstrate support. NJUMR supports S2703. 

The medical marijuana expansion act, S10/2426, is also stalled, after sailing through three NJ legislative committees, also on 11/26/18 and 3/18/19. A legislative floor vote may come up again in May or June. S10 may be untied from S2703 if not passed by then.

NJ DOH published MMP Biennial Report 4/1/19. Recommendations: Raise the 2 ounce per month limit; Lower prices by expanding supply, access and competition; Increase cultivation sites to 24, & add 50 dispensary sites. CMMNJ Board members interviewed. MMP has over 40 K patients. OUD OK’d for marijuana therapy in conjunction with MAT.

October 9, 2018

September 2018 minutes approved. Discussion:

NJ Senate vote coming October 29th on legalization bill, S2703? The Scutari/Sweeney bill is in the Senate Judiciary Committee awaiting a hearing--10/15, 18, or 22nd? Committee hearings are the time for public input. A bill approved in committee, is likely to pass in the entire senate. (The process is repeated in the Assembly before the bill is sent to the governor’s desk.) CMMNJ priorities: home cultivation; automatic expungement; workplace protections, diversity; home delivery; and, rebuilding the communities devastated by the war on marijuana. Hoboken, Newark & Jersey City mayors demand social equity in marijuana legalization law. Opposition is strong and vocal, including law enforcement. About 30 cities said NIMBY to marijuana sales. Cannabis industry is lobbying for reform. NJ State League of Municipalities urge mayors to request 5% tax on sales of legal marijuana. Expungement discussion: hire paralegals?

Six New Dispensaries to expand access to Medicinal Marijuana in NJ; Applications were due 8/31/18. Six winners out of the 146 applicants will be announced 11/1/18. Applicants are seeking community support for proposed ATC sites in Trenton, Brick, Vineland, Clayton, etc.. Zones for selling legal marijuana were approved in Trenton.

NJ DOH MMP proposed regulations: CMMNJ awaits response to our comments.

Petition: Legalize home cultivation in NJ! Legalization letter to NJ officials. DPA Petition: Marijuana Legalization Must be Fair and Equitable in New Jersey. NJ Assembly passes Resolution 183 tells Congress to stop federal bank regulators from punishing banks that serve marijuana businesses.
