Governor-elect Phil Murphy reaffirms plans to legalize marijuana in the first 100 days of 2018! Who is contacting whom in the new Administration about moving forward with advances for patient access and decriminalization/expungement? Gov. Christie finishes his second term at noon on Jan. 16.
NJ’s legalization bill (S3195): Facebook’s “Friends of CMMNJ” letter template in support of home cultivation, addressing concerns. Also, Press Conference at Artworks, Trenton, 12/7/17 at 4:00 pm.

The Medicinal Marijuana Program (MMP) Review Panel gave final approval to 43 petitions to add conditions (chronic pain, anxiety, migraines, and Tourette’s syndrome) to the MMP on 10/25/17. Now the DOH commissioner has 180 days to follow those recommendations. CUMMA amendments?

Marijuana Justice Act of 2017 (S1689): Congressional co-sponsors sought for Sen. Cory Booker’s federal bill. Take action: Capwiz from DPA and NORML.

Monthly Public Meeting Minutes 
November 14, 2017

3 Board members in attendance- 7 others.  Oct. 2017 minutes approved.

Election- Despite new Gov’s intent to sign a legalization Bill quickly, it is doubtful that legal MJ will be available for a year because of details to be worked out in Regs.  However, activists can push for tangential issues that can be immediately implemented such as prohibiting any arrests for use, expunging all use arrests and those for supplying friends (i.e., all those not major dealers).

Also, provision must be made to support minority representation in gaining licenses to sell with reduced license fees in minority communities and eliminating any bar due to MJ arrest or those charges related thereto (resisting arrest, etc).

 As part of legalization we can advocate for patient growing for own use and other useful expansions of the CUMMA (my note and eliminating many of the unjust burdens like requiring Dr. registrations-esp with Trump admin.)  On growing we should emphasize it was in the original Bill and unjustly eliminated in secret.

Review Panel Approvals- Main point is that we know Gov. Christie is running out the clock so we need to quickly contact new Health Commissioner to immediately sign approval-we have contacts (e.g. Bill Caruso) to get us an inside track. I recommended contacting the DOH transition team. There is no need to delay for the full 180 days. This can be done the first day the new Commissioner takes over if we do advance planning.

Appellate Court action – despite the euphoria I pointed out that the court did not mandate a change only instructed the Director that he had the ability and he should review his position. This is wasted on a Christie appointee.  Again-we need to have the new Admin take Immediate action on this as a priority -even if just to help patients with issues such as use on school grounds.

Podcast last one for this year (and the 100th) is on Thanksgiving and it will provide food. Hoping for media coverage and food donations.
Brunch on Nov 18th at Studio B in Trenton (formerly Prayer Brunch-and no Al Sharpton) Cost is $25. There are speakers. 
Jason has contacts in the Senate majority office we can use.  Jim reported that Scutari dropped charges against Lefty Grimes in Linden and he and Joanne will do a Bergen County forum on Nov. 16th. 

Next Meeting should specify who is contacting whom in the new Admin about moving forward with advances for patient access and discuss specifics.

CMMNJ January 8, 2013 Meeting Minutes and Media Update

 
 
Monthly Public Meeting Minutes
January 8, 2013

7:00 PM:  Meeting called to order.   December 2012 minutes approved.  Discussion:

Reminder: There will be no public CMMNJ meeting in February; library room unavailable.

NJ’s Medicinal Marijuana Program (MMP): Greenleaf ATC in Montclair, NJ is selling up to ½ ounce of marijuana to registered patients by appointment only--at least two months wait for an appointment.  Two strains are available; a sativa and an indica (Green Crack & Blue Dream). THC content reportedly exceeds 10%.  NJ’s 7% sales tax applies—cost is approx. $130/quarter ounce. Fewer than 500 patients have ID cards from DOH.  Rumors are that improvements to the MMP will be coming soon, including the promised lozenges.  MMP is failing hospice patients and many others.  Some oncologists in the state admit knowing marijuana helps cancer patients but refuse to join DOH registry (along with 99.5% of all NJ MDs.)

The lawsuit against DOH for failure to meaningfully implement the MMP is progressing and it asks the court to appoint CMMNJ monitor of the program. (A court hearing was held 1/24/13.)

The cmmnj.org web site crashed.  Ryan Bly fixed it; discussion re: need for continuous update.

NJ.COM LTE: Medical marijuana a safer option

In her letter “Medical marijuana: The end doesn’t justify the means” (Jan. 24), Assemblywoman Mary Pat Angelini (R-Ocean) paints a fear-mongering picture of medical marijuana as a gateway drug.

Ms. Angelini claims to be “sensitive to the pain that individuals endure from disease,” but her letter proves otherwise. Calling marijuana a “highly dangerous drug” in the context of medical use is ridiculous. A quick glance at the side effects of the arsenal of drugs legally prescribed for my cancer yields the following warnings: “euphoria, feeling of being ‘high,’ tolerance, risk for dependency,” not to mention “weak or shallow breathing, confusion, double vision, nausea, dizziness, seizure, liver toxicity, cardiac arrhythmia, heart attack, coma, death.” I invite Ms. Angelini to look me in the eye and tell me medical marijuana use — or “abuse” — is anywhere near as dangerous as that.

As a cancer patient, I have taken a multitude of prescription drugs. When combined with the toxicity of chemotherapy drugs, the effects on my body were devastating. I have been hospitalized for side effects of these medications, and have had to wean myself off of them slowly, under a doctor’s supervision, to avoid life-threatening withdrawal symptoms. I am thankful every day that I did not develop a full-blown addiction to these pharmaceuticals, but many patients are not so fortunate.

Surely, through her work as a substance abuse program director, Ms. Angelini must realize that prescription drug dependency is a true problem for people who have had serious illnesses or injuries, and that prescription opioid abuse is a real gateway to hard drug addiction.

Medical marijuana does not pose any proven health risks, and it offers not only pain relief, but may even provide actual treatment for certain diseases.
