Approve June 2019 minutes. Discuss:
Governor Murphy signed the medical marijuana expansion act, S20/A20 into law on 7/2/19, effective immediately. The law includes: Patients may only visit doctors 1x/year; increase limits to 3 ounces for all & unlimited in hospice; APNs & PA’s OK to recommend marijuana; edibles, tinctures, and sublinguals OK for all; patient protections; elimination of sales tax in 2022; institutional caregivers; education; research; out-of-state ID cards honored, etc.
DOH changes and reissues the RFA for 24 new ATCs in NJ on 7/1/19, inc. up to 8 in the north, 8 in central NJ, 7 in the south, and 1 “at-large”; these include 5 for cultivation, 15 dispensaries, and 4 vertically integrated permits. Application forms to be posted July 15; due on 8/21 (Dispensary) and 8/22 (Cultivation & Vertically Integrated). Pre-Application Webinar 8/2/19.
NJ marijuana legalization bill is delayed (S2703/A4497), but may yet get a legislative floor vote. Key NJ Senators say they got more calls opposing this bill than supporting it! Reach out to organizations and tell them to tell their members to support this bill! (Illinois governor signed bill to legalize marijuana for adults; 11th state to do so.)

May 2019 minutes approved.
Illinois to be the 11th state to legalize marijuana for adults. Legislature sends bill to governor.
The Hemp Farming Act will align NJ with federal USDA. Texas legalized hemp. CBD unlawful.
DOH issues RFA for 108 new ATCs in NJ, including 24 for cultivation, 30 for manufacturing & 54 for dispensaries. Applications are due August 15. DOH adopts new rules effective 5/20/19, making it easier to add qualifying conditions. MMP expands to 47,500 patients, 950 doctors.
The medical marijuana expansion act, S10/A10, passed both houses of the NJ legislature (Senate 34 - 4; Assembly 65 – 5) and is scheduled to be sent to the governor on June 10th. (An amendment will require a revote by Assembly.)
NJ marijuana legalization bill is delayed. S2703/A4497, the “New Jersey Cannabis Regulatory and Expungement Aid Modernization Act” may yet get a legislative floor vote. Scott Rudder said 3 senators could flip on legalization. More likely, there will be a ballot question in November 2020. Decrim and expungement progress uncertain. Ken to make appointment with Governor’s senior staff re: descheduling marijuana in NJ.

Below are the grounds (the New Jersey Libertarian Party ) cite in the petition for this project (to make marijuana the lowest law enforcement priority in New Brunswick):
a) New Brunswick taxpayers, like other taxpayers in New Jersey, are immensely burdened by the substantial economic costs of investigating, arresting, prosecuting and jailing people for minor charges involving marijuana;
b) Every arrest for simple marijuana possession in New Brunswick squanders valuable police resources that could otherwise be used to combat and prevent violent and serious crime;
c) Americans were subjected to more than 693,000 arrests for marijuana-related offenses in 2013 and 87% of those arrests were for simple possession
d) In Middlesex County, African-Americans are 3.3 times more likely to be arrested for marijuana possession than Caucasians despite comparable usage rates
e) In 2010, New Jersey spent $127,343,512 enforcing marijuana possession laws and marijuana possession offenses accounted for 43.4% of all drug arrests
f) Decades of the aggressive arresting of millions for minor marijuana offenses has completely failed to affect marijuana use or reduce its availability, yet has cost taxpayers dearly;
g) Our current economic climate mandates that taxpayer dollars are not further wasted on failed marijuana policies and inefficient application;
Finally, although I am the Chair of the New Jersey Libertarian Party it is very important to me that this is a non-partisan project. I hope to have members of all parties as well as independents participate.
