The inauguration of Mikie Sherrill was on 1/20/26 at
NJPAC in Newark. Sherrill
invites direct public participation through a statewide Transition Survey. Please share your ideas and priorities for the next administration.
January 13, 2026: 222nd Legislative Session 2026-2027:
Bill A1674/Bill S1758: Reynolds-Jackson/Singleton, Gopal: Authorizes home cultivation of medical cannabis. In Assembly Oversight, Reform and Federal Relations & Senate Health, Human Services and Senior Citizens Committees.
Bill S2564: Gopal/Singleton: Legalizes growing or possessing up to six marijuana plants for personal recreational use, and up to 10 plants for personal medical use, by persons aged 21 or older. In Senate Judiciary Committee.
On 1/20/26, Gov. Murphy signed into law (S2283) to establish a Psilocybin Behavioral Health Access and Therapy Pilot Program. NJ is now the fourth state in the U.S. to authorize program for psilocybin-assisted therapy to treat mental health conditions. It appropriates $6 million for the Dept. of Health to license and regulate the manufacture, testing, transport, delivery, sale and purchase of psilocybin. There would be five license types: manufacturer, service center operator, testing laboratory, facilitator and psilocybin worker. CMMNJ concerns.
Additional bills of interest in the 2026-2027 Legislative session:
Bill A1023: Requires workers' compensation, PIP, and
health insurance coverage for the medical use of cannabis under
certain circumstances. Referred to Assembly Financial Institutions and
Insurance Committee.
Bill A1115: Creates
certain protections for insurers and insurance
producers engaging in cannabis-related businesses. Referred To Assembly
Financial Institutions and Insurance Committee.
Bill A1642: Establishes
protection from adverse employment action
for authorized medical cannabis patients. Referred To Assembly Labor Committee.
Bill A1806: Establishes
THC potency limit for cannabis products.
Referred To Assembly Oversight, Reform and Federal Relations Committee
Bill A3573: Permits
law enforcement agencies to prohibit recreational use of cannabis
items by law enforcement officers. Referred To Assembly Public
Safety and Preparedness Committee.
Bill ACR93: Proposes
constitutional amendment to dedicate tax revenue from legal sale of
recreational marijuana for mental health, addiction recovery and
drug rehabilitation services. Referred To Assembly Oversight, Reform and
Federal Relations Committee.
Bill S784: Permits
employers to prohibit use of cannabis by certain
employees. Referred To Senate Judiciary Committee.
Bill S2293: Establishes
State bank for marijuana-related funds.
Referred To Senate Commerce Committee.
S2996Bill: Eliminates certain practice restrictions for advanced practice nurses. The bill, S2996, will be heard on Monday, 2/9/26, in Senate Health at 1PM!
Bill S3151: Permits Governor to authorize interstate commercial cannabis activity in certain circumstances. Referred To Senate Judiciary Committee
Signed into law:
Bill 4182: Conditions of employment of
cannabis employees; State Bar comments
Bill S4847/A6267: Makes various changes to CRC and to the cannabis
marketplace; CMMNJ’s Testimony to the Senate
Judiciary Committee. The NJ State Police must develop and run a
program to find, investigate, and take action against unlicensed cannabis sellers.
S2392/A913: Authorizes medical cannabis for sickle cell anemia.
On 1/12/26, Gov. Murphy regulated the production and sale of intoxicating hemp- derived products in NJ. This will phase out all such sales by gas stations, convenience stores, etc. After 11/13/26, ABC licensees will no longer sell intoxicating hemp beverages. Beverages that exceed the federally defined THC limit would be regulated as cannabis items under CREAMMA, must be produced in-state and sold exclusively by CRC-licensed businesses.
At PhilaDelic 2025, the most consequential question was whether U.S. healthcare can recognize, reimburse, and safely scale the kind of care these psychedelic treatments actually require. High Times article by CMMNJ board member.

Grant from
NJ CRC
The
NJ-CRC’s meetings on the allocation of funds from the Social Equity Excise Fee
(SEEF) on
recreational cannabis sales. Input will inform the governor and legislature.

Federal Drug
Policy Reform:
Delaware lawmakers consider allowing terminally ill assisted living residents and others in healthcare facilities to use medical cannabis, modeled after California’s 2021 Ryan’s Law. (As of December 2025, there has been more than $31 million in sales of adult-use, medical and wholesale marijuana in the First State.)
Mississippi
lawmakers have
approved a bill to allow terminally ill patients
to access medical marijuana in hospitals, nursing facilities and hospice
centers. California and Minnesota have already moved forward with the policy change. A
Washington State House Committee also approved a bill to let
terminally ill patients use medical cannabis in hospitals, nursing homes
and hospices this month.

The Justice
Department: no
updates on the marijuana rescheduling process that the attorney general was
to complete “in the most expeditious manner” more than a month ago. Sen. Booker’s
opinion.
Trump’s Rescheduling E.O.
Congress to Trump: “SEC. 531. None of the funds made available under this Act to the Department of Justice may be used…to prevent (states/territories) from implementing their own laws that authorize the use, distribution, possession, or cultivation of medical marijuana.”

The Polling Institute at Stockton can gauge public support on our ongoing issues (home grow, insurance coverage, institutional access, etc.) The fee schedule to attach questions to an omnibus survey (the next one is to go out in late March):

NJ patients in hospitals, nursing homes, state institutions, group homes and hospice need access to medical cannabis. Patient outcomes would improve, and health care costs would be reduced with access to medical cannabis.

embark on our 23rd year of advocacy, the Coalition for Medical Marijuana–New
Jersey (CMMNJ) remains committed to representing patients and ensuring their
voices are heard.
We are excited to launch a new senior
harm-reduction initiative aimed at helping older adults explore cannabis safely
and confidently. To make this initiative successful, we need your support to
cover both our essential operating expenses and the additional costs of
representing CMMNJ at key conferences.
Our annual operating budget is
approximately $10,000 and covers website hosting, email marketing, office
supplies, volunteer reimbursements, and more. Additionally, attending
legislative sessions, workshops, and conferences requires an extra $5,000.

The goal of CMMNJ, a 501(c)(3) public charity, is to have safe, legal, and affordable access to plant medicine for all qualified New Jersey patients.
CMMNJ was
instrumental in getting the Compassionate Use Medical Marijuana Act introduced
into the New Jersey Legislature in 2005 and signed into law in 2010. Legal
sales of medical marijuana in the state began on December 6, 2012.
In 2014, CMMNJ’s Board of Directors endorsed legalization of marijuana
since legalization is the best way to get this essential medicine to the most
people. Legalization will also start to undo the harm that is caused by drug
prohibition. In 2021, New Jersey became the 13th U.S. state to fully legalize
marijuana.
CMMNJ’s ongoing
goals include home cultivation rights; insurance coverage; and hospital &
institutional access for medical cannabis, along with safe and legal access to
all plant medicine.
